If Congressional Aquarium sells the same type of fish as Petsmart, it is not a representative LFS for comparison. There used to be several high caliber LFSs in DC Baltimore region, but the only one left today is House of Tropical. I don't remember seeing any mislabeled random hybrids sold in HOT. The store carries Flowerhorn and fancy peacocks regularly, but it isn't the same as selling random hybrid irresponsibly. One time I saw Texas and JD cross in the big fish tank, but they labeled so with no misleading information. Jersey is fortunate to still have a number of high caliber LFSs left, though only a fraction of the HOT size. The best LFS in my neighborhood is Aquarium Center. The store strives to sell only pure species (except for FH and fancy peacocks), and won't except trade in for fear of species contamination.
