Just about any pet store sells neon tetras, they aren't very cheap though.

Tetra aren't the easiest fish to breed, not many people in the club actively do so that I know of. Wholesalers or online vendors will be your best bet. Don't be afraid to buy them at Petsmart if they have what you want, but quarantining them will save you a lot of headache in the long run.
