I saw large bags of epson salt at CVS for a really low price the other day. Epson salt is also good for popeye. It helps excess fluid pass through tissue.

As far as substrate goes, my good friend Tony suggested pool sand. It's what I'm using in all my tanks. Pool supply stores sell a 50 pound bag for 10 bucks.
