sterilize

I am completely sterilizing my tank of a parasite. I am throwing out all sand, and cleaning the tank out. Would it be enough to just boil and clean the rocks, or should I also use bleach?

Does anyone have advice for sterilizing plants without killing them? I'd very much like to keep the bolbitis I have in the 29 since it's expensive and not easy to come by, as well as the needle leaf java fern.
