Yes inside on top but closer to the top of the tank always never submerged they actually walk on water someone said they could possibly be springtails....

Maybe they're bugs from outside the tank and are attracted to the might..where is your tank located? How often do you vacuum the bugs?

Do they jump pretty far? The could be springtails...do the legs sort of gold under them?
They are harmless but good source of food for surface eating fish if you have big enough fish lol Good water movement and always check plants if you have a planted tank. If you have a hob filter just lower your water level slightly to get more water movement

Bugs like springtails, which these could be, need food to reproduce and grow. Since they are around your tank, look for excess dry fish food behind the tank, on top of the tank, along the edges of the light. It does not take much. Could even be just a constant supply spilled from daily feeding of the fish.
Maybe a can of food fell behind the tank.
It is easy to rule these possibilities out by looking around for food residues behind, in or between your tank and equipment.
